how it works
Go to Window > Actions or click the triangle "Play" button in the toolbar to the right of your screen.
Select your Action (.atn) file from your computer to import it into the Actions Panel.
Select the layer you'd like to affect, then select the Action you'd like to use, then click the triangle "Play" button at the bottom center of the Actions Panel!
Click the hamburger menu at the top right of the Actions Panel, then select "Load Actions..."

Simply open your Actions Panel (Window > Actions), click the hamburger menu at the top right, select "Load Actions...", and choose your file. It'll load the action into your Actions Panel for easy access.
